The description says it will work with torches of "diameter of 28 mm to 40 mm".No, the maximum size it really wants is at most 28mm. While, unlike some, larger ones can possibly be fitted without falling off at the first bump thanks to the strap, that strap is going to be seriously stretched as is the U-shaped bit of plastic that they would (not) fit in. It's not going to be easy.So possibly if you've got torches of that smaller size, but I'd suggest forgetting it for anything wider.

This is a well made fitting although the thickness of my handlebars and the fitted cushion made it difficult for the bolt to make contact with the nut. A little jiggling about was necessary and a strong pinch of the two halves to bring them together. The slotted rubber band for securing the torch in place is long enough to take a small torch as shown and also one double the size but it wasn't long enough to take a 4cm diameter one with a wider beam. Over time that retainer strap will probably perish but it should last a good few years. I like it.
